Completion of Formalities (COF) for Student Pass

The COF will be conducted at SMU by the Singapore ICA officers. Do note that the COF exercise has to be done in person on campus.

Before the COF at SMU

Please ensure that you have uploaded the COF documents and paid the relevant fees on the ICA portal:

  • Issuance fee (SGD 60)
  • Multiple Journey Visa fee (SGD 30)

STP-In-Principle Approval (STP-IPA) holders need to be vaccinated against COVID-19 before completing the formalities for the pass issuance unless they are medically exempted and certified by a Singapore doctor.

All foreign students will need to submit the ICA arrival card. For more information, please refer to the ICA website.

The Electronic Visit Pass (ePass) will only be issued upon the student's arrival in Singapore. Please ensure that you have a valid VISA to remain in Singapore at all times.

If your VISA is expiring before the collection of the digital student pass (STP), please apply for an extension of your Visit Pass here.

As ICA will be issuing digital STP, you will need a working Singapore mobile number that can receive SMS OTP (One-time-password via SMS) when you report for COF. Please ensure that you purchase and activate a local SIM card upon arrival in Singapore. You can write your Singapore mobile number legibly on the first page of the IPA letter.

Day of the COF

Remember to bring the following documents/items in this SPECIFIC order:

  1. A recent passport-sized photograph (35mm wide by 45mm high)
    Note: On-site instant photo service will be available at S$13 for 4 photos (this is subject to change). Only cash payment is accepted. You are strongly encouraged to have your photo ready before the day of the COF to avoid long queues.

    The photograph must be:

    • taken within the last 3 months;
    • in color and must be taken against a white background with a matt or semi-matt finish;
    • full face and without headgear (any headgear worn for religious or racial customs is acceptable but must not hide the facial features)
  2. Original Passport;
  3. Printout of the Electronic Visit Pass (Note: Look out for ICA’s email with the subject header: Notification of Electronic Visit Pass);
  4. In-Principle Approval (IPA) Letter;
  5. Proof of payment for Issuance and/or Multiple-Entry Visa fees;
  6. Proof of exemption from Covid-vaccination if any.
  7. A working Singapore mobile number.

You must report in person to complete the formalities. As ICA will be enrolling applicants’ iris images, you should not wear colored, patterned, or cosmetic contact lenses on the day of the COF.

Pre-Completion of Formalities (Pre-COF)

Completion of medical examination report

The medical examination can be done in the student's home country if he/she has never resided in Singapore on any long-term immigration passes previously. However, it must be done on the prescribed medical report form and submitted with the relevant laboratory reports. An official translation of the laboratory reports is required if they are not in English.

Students who have been residing in Singapore on any other long-term immigration passes currently are required to undergo the medical examination in Singapore, if the medical examination was done more than 2 years ago.

At the time of submission, the laboratory reports must not be more than 3 months from the date of issue. Students who fail to fulfil the medical requirements will not be issued a Student's Pass.

Kindly complete the medical examination report and upload it to the ICA Portal. A few important things to note for the completion of the medical examination report:

  • Information (as indicated in the passport) is accurately reflected in the medical examination and relevant laboratory reports.
  • The clinic’s stamp must be affixed to the medical examination report.
  • The examining doctor’s name and the date of the medical examination are clearly stated.
  • Upload both the laboratory report for HIV and the X-ray report along with the completed medical examination report.
  • If the medical report is in a foreign language, provide an official English translation.

Guide

You may refer to the Pre-Completion of Formalities (COF) Process guide for more information.
